Public Service vs Private Sector: Understanding the Differences
Being a civil servant means enjoying a special status in many respects, by being employed by a public body. There are many differences between the private and the public.
In the private sector, since 2016, companies have been required by law to subscribe to a mutual health insurance for the benefit of their employees and to participate to the tune of 50 % to the contribution. For the employee, membership of this mutual is compulsory, except in certain cases.
In the public sector, it is different, before the reform the body was not required to contribute to the costs of the additional health of its staff, but could offer health insurance with optional membership.
A turning point with the referencing of several organizations including CNP Assurances

In order to obtain this certificate, the staff member must be the beneficiary of a joint and several supplementary health benefit intended to cover the costs of healthcare incurred as a result of maternity, illness or accident.
The objective of this reform?
Align the social security coverage of civil servants with that of employees in the private sector who benefit from compulsory collective cover. These adjustments were the subject of extensive discussions between the government and trade union representatives, culminating in the signing of an inter-ministerial agreement in 2022.
This reform will concern all the statutes, i.e. both civil service holders, trainees and contract staff.

2025: a new era for the social protection of civil servants
This means that, as in the private sector, your employer will offer you a collective mutual to which you must subscribe and will participate to the tune of 50 % at least to the financing of it.
The implementation of this reform should be effective as of January 2025.
