It is still best to create a quiz from a blank sheet. JeopardyLabs accompanies you with an extremely simple and fully customizable online editor. In the free version of the service, you can only insert questions and answers in text format.
But if you opt for an annual subscription of around 20 euros, you will also be able to introduce images or videos and even mathematical operations into your questions. This option also allows you to keep all quizzes created for later use.
Once your Jeopardy is complete, all you have to do is share the URL by email or on a piece of paper. You can especially project it full screen to the whole class and play with your students.
